I know the content of Agreement project between R.M. and Transnistria, elaborated by OSCE, Russian Federation and Ukraine, and the project of "Agreement concerning the ways of the completely solving of transnistrian problem" which was recently launched by president Voronin, but I am completely amazed. So, it seems that there is nothing else for us to do but to admit the idea that today, when we are in the third millenium, everything happens just like in middle ages, when the destiny of our nation is in hands of someone from out there.
The attempt to liquidate the consequences of the war from 1992, by federalizing the Republic of Moldova based on projects, is nothing else but results of so many yields, during ten years, of Chisinau in front of tiraspolian criminal regime, placed here by neoimperial forces of Russia. Here are some stages which occurred during last ten years and which brought the actual attempt to crumble the country by its federalizing.
In the context of "The Convention for concepts of peaceful solving of the armed conflict from the East of R.M.", concluded ten years ago, from 21 of July, 1992 by Mircea Snegur and Boris Eltin, the two presidents, being responsible for the warranty of peace in this region, by the insistence of the Russian part, we think, wasn't included an article which would stipulate the recovering in Transnistria of the constitutional bodies from R.M. - executive, judicial, the police etc. The separatists' self-proclaimed bodies though on armed conflict, were let to continue their criminal activities on the territory. So this is how the tiraspolian separatism was installed and the destroying of the young state Republic of Moldova began.
The signing on 8 of May, 1997 by the ex president Lucinsci of the "Memorandum for concepts of improvement of relations between Moldova and Transnistria", was nothing else but recognition by Chisinau of state independence of R.M.N., equivalent with the Republic of Moldova. By accepting the term of "common state" (invented by the Russian diplomat - kagebist Evghenii Primacov), the ex president of R.M. P.Lucinshi made the first step to the state federalization.
The now-a days president Vladimir Voronin by his message which was published "State union - the main condition of Moldavian state proving" in fact, officially agreed with the federalization process of R.M., simultaneously attacked the right democratic forces from Moldova, which are against the federalization, and by his recent project, president Voronin, being the guarantor of the Constitution, commits an anti constitutional act, by trying to cancel the supreme Law in operation of the state. So the acknowledgement of the federalization of R.M. by projects of Agreement would be an anti constitutional act. The statements which these evil "documents" contain are obvious in contradiction with article 1, point 1 of the Constitution of R.M. which stipulates: "Republic of Moldova is an independent sovereign state, unitary and indivisible". By attempting the federalization of the state, the constitutional power of R.M. is compromised inside and outside the country and the fact that the equality between the two parts is admitted - Moldova, independent and sovereign state, subject of international law and, Transnistria - a self-proclaimed state, by violating the will of people, and unrecognized by any state of the world, a ghost state which installed within its territory a government of terror and oprimating the elementary human rights.
The tragedy is that these projects of Agreement, which are supposed to solve the complicated problem of Transnistria, really doubt the statute of Republic of Moldova, its independence and sovereign.
The recognition of federalization of R.M. would represent a dangerous and unexpected event for the whole European continent and would stimulate separatist creatures, which exists not only on ex soviet territory. The reaction of the Gagauz-Yeri autonomy authorities right after publishing the project of Agreement was the next. They declared officially that are ready to frame in the process of defragmentation of the republic within the framework of the future federation. Who knows, it may be possible that in the future such "manifestations" can happen with others, willing to become a part of the federation as: gipsy from Soroca, Ukrainians from North, Bulgarians from Taraclia, Russians who are concentrated in big cities and industrial centers. The infection of federalization can spread quickly if it is not stopped in the right time.
From the start we can propose some solutions for the transnistrean problem, we think, optimum and less vulnerable, which wouldn't affect the statute of R.M. ant wouldn't bring the defragmentation of our small state by its federalization.
- To achieve the decision of the Istanbul summit and OSCE states ministers of foreign affairs union, from Porto (Spain), concerning the withdrawal of Russian troupes and arms stocked in Transnistria, that represent a real danger for the whole European continent;
- To place in the security zone of Transnistria with the agreement of UN and OSCE, pacifist forces from other European countries, with their support for the liquidation of the paramilitary transnistrian forces, which, during ten years terrifies the local population;
- To obtain with the international support the activity canceling of self-proclaimed authorities from Transnistria and to recover here the constitutional bodies of Republic of Moldova - executive, judicial, the police etc.;
- To organize a referendum concerning the way of solving the transnistrian problem with the participation of all the citizens of R.M. and not just the people from the left part of the Nistru;
- To obtain the freedom of local population (Moldavian-Romanian, Ukrainians etc.) which is convicted by Russian dictatorship from Tiraspol, to solve this problem by reforming the system of local administration:
- to allot the statute of free trade zones for the cities of Tiraspol, and Ribnita, and to give them a full autonomy and the right of local authorities to use the Romanian, Russian or Ukrainian as official languages;
- to form a territorial county or district at the North of Transnistria, basing on present districts Camenca and Ribnita with a preponderant Moldavian (Romanian) and Ukrainian population (with an almost equal balance), giving the possibility any language they want as an official one and even the Russian language, if they want;
- to form a territorial county or district in the South of Transnistria, basing on present districts Dubasari, Grigoriopol, Slobozia with a preponderant Moldavian (Romanian) population with the right to the official Romanian language or even Russian, at citizens' will;
- to allot the statute of town with a republican subordination to Tighina, an old fortress of Stefan cel Mare, with the right to use Romanian or Russian languages;
It is possible to appear and other proposals in the process of solving the transnistrian problem without the federalization of R.M. and without exposing to danger its statute. Otherwise our small country may stay not independent but in dependence!
