Federalist Performance for Credulous Audience. Author: Oazu Nantoi.


It is not clear to me why the Chisinau audience pays so much attention to an article of the "Olvia-press" Agency from October7, 2003, where some man, Zaicenko (a retired lieutenant commander of a Soviet submarine) declares that "in order for the Transnistrian people not to become a hostage of the Moldovan government in the future, they should be given all juridical rights to veto those juridical acts of the future federation which will violate not only their interests, but also the interests of the future generations of Transnistrians". After all, this KGB marionette from "the Transnistrian Moldovan Republic" could not write anything else.

Especially as within the last two years there were a lot more serious events than the publication of some impertinent material on the website of "Olvia-press". First of all, it is time for us to realize that the idea of the federalization of the Republic of Moldova, both the version from Kiev and that of Vladimir Voronin, definitely legalizes the anti-constitutional regime. How can we declare Igor Smirnov a bandit and a state criminal, when the regime conducted by him has been offered the right to take part in elaborating the Constitution of the new state? It was not a mistake to use the notion of a "new" state. Because the project of the Kiev Agreement of July 3, 2002 proposed the federalization of Moldova through modifying the existing Constitution.

That means that the possible federalization was to be made on the basis of the legislation of the Republic of Moldova, being voted by the Parliament of Moldova. Whereas the President Voronin's initiative supposes an anti-constitutional action - the abrogation of the Constitution, in compliance with the provisions of which Vladimir Voronin became President, and the elaboration of a Constitution of a new state, created by two constitutive nations, the Moldovan and Transnistrian ones. Right off the bat, the two Parliaments representing the two nations have delegated their representatives into the Mixed Constitutional Commission in order to elaborate the long desired Constitution. But the American diplomats declared frankly in their letter to the editor of "The Wall Street Journal" that the approbation of the Constitution of the new state would take place by holding two referendums. If the Transnistrian nation is offered not only the right to take part in the elaboration of the Constitution, but also in its approbation through a separate referendum, the Republic of Moldova in its variant of 1991 will tacitly turn to a historical reject.

This also means that in 1992 indeed there was an aggression of Moldo-Romanian nationalists against the Transnistrian peaceful and benevolent nation. Nobody has explained us what will happen with this federalist affair if one of the two constitutive nations will not approve the marriage? Or if we, together with those elected by us, do not ask ourselves the question, why, for example, should Mr. William Hill worry? Despite the fact that it is evident that the process of elaboration of the Constitution is in trouble, nobody is grieving for it. Thus, I dare to declare that the delay is convenient for Chisinau too. Since some affairs, which cannot be realized without the implication of Chisinau, are managed in the backstage of the federalist performance. It is obvious that it is not possible to privatize the objects in the separatist zone without the complicity of somebody from Chisinau. Whereas on November 12, 2002 the Government of Chisinau made a categorical Declaration notifying everybody that the Moldovan state would not recognize the privatization in Transnistria, after that, on March 27, 2003, it resulted from the letter of the Russian Prime Minister Kasianov that only the Russian depositors that are accepted by Chisinau will take part in privatizing everything that moves and provides a benefit in Transnistria. The list of those "accepted" is being made up - on October 16, 2002 Igor MAKAROV, who privatized the Metallurgical Factory in Ribnita, was awarded the "Glory of Work" order by the President Voronin. And in August 2003 "Sevkabeli" join-stock company from Saint Petersburg bought "Molvadkabeli" factory in Bender with no protest from Chisinau. 

And it is evident that everything that is of economic interest in Transnistria will be sold till the next parliamentary elections - with the acceptance of the chosen ones from Chisinau. And it is easy to understand the reason why the stubborn telephone war was unleashed between Chisinau and Tiraspol. On December 26, 2002 through his "decree" Igor Smornov approved the individual project of privatizing a "state" enterprise "Telecom Transnistrean"(a part of the Moldovan "Moldtelecom"), according to which it was bought by "Interdnestrkom", also controlled by Smirnov's clan. In other words, Igor Smirnov sold himself this good part of property without sharing it with those from Chisinau.

That is why the telephone war is so harsh, despite the fact that nobody can explain, what kind of connection could it have with the noble goal of consolidation of the country? It is an axiom that any privatization in Transnistria is illegal. So, two things are necessary for the safety of the investors who buy objects in Transnistria today: a tacit acceptance by the "uncorrupts" from Chisinau and the suppression of any chances to consolidate the Republic of Moldova, which, also in perspective, could remove consequences of that reckless theft blessed by our incorruptible communists.

Namely for this the idea of the federalization of Moldova is launched, and Captan Zaicenko claims the veto. So, neither the telephone war nor President Voronin's pro-European declarations mean that, under their screen, the incorruptible power from Chisinau will not accept the consciously created by "GAZPROM" reduction in the debts of the Thermo electrical Main in Cuciurgan, and the Giurgiulesti terminal, already offered to a Russian company, will be used to connect directly the center and the colony. I would not be surprised to find out after a while that Piata Marii Adunari Nationale was privatized by somebody as well, so that the real masters of Moldova be able to amuse themselves staging there performances entitled: "Moldovans integrate in Europe". We, being repaid with the banknotes with the image of Stefan cel Mare si Sfant, will be running with the tricolours, and Vasilie Stati, the main producer, will take care of the order.
