An indispensable condition for the joint drafting and possible adoption of the constitution of a common state must be the subsequent holding of an all-nation discussion of the draft to be prepared by the Joint Constitutional Commission, and the document's approval by each side through a referendum, believes Igor Smirnov, president of the unrecognized Transnistrian Moldovan Republic (PMR). Today he appeared at the official solemn meeting dedicated to the 13th anniversary of PMR declaration, and emphasized that Transnistria had become a full-fledged state, yielding in no aspect to Moldova, and even superior to it by some parameters. In his belief, the entire logic of the negotiation process should be based on the comprehension, by the sides, of that very existing reality, and only the principle of the equality of the subjects can ensure an internal political and geopolitical stability of the would-be common state.
Igor Smirnov said, "This principle corresponds to the Moscow Memorandum and European models of federative states. It does not infringe on the interests of the people of Moldova, and will enable restoring trust and comprehensive cooperation between the sides". He expressed gratitude to guarantor countries and the OSCE for their participation in the negotiation process, and pointed out that "this is our gratitude to the Russian Federation for its peacekeeping mission, and to Ukraine - for its backing rendered during the first months of blockade".
"At the same time, we realize that any state defends, first and foremost, its national interests in the course of rapidly changing geo-political realities", Smirnov added.
He characterized Transnistria as "a weighty factor of world and European policies", and stated intention to seek international recognition of the Transnistrian republic.
"We cannot stay out of all-European integration processes, so we regard the forthcoming conflict settlement as our contribution to the regional and all-European system of stability and security", stated Igor Smirnov.
On Tuesday, lots of official and festive arrangements were made in Tiraspol and other populated areas on the occasion of the broadly marked holiday. In the morning, high Transnistrian officials laid flowers to the Glory Memorial in the center of Tiraspol. Then, a military parade was arranged in the city's central square - an event organized every year on the independence declaration day in the self-styled republic.
On 2 September 1990, the extraordinary congress of all-level Transnistrian deputies adopted a declaration on the region's secession from the Republic of Moldova after about 50 parliamentarians from the eastern region had resigned from the Moldovan Supreme Soviet. They did it in protest against the Moldovan authorities' refusal to create a free economic zone in the Transnistrian region and to make Russian a second official language in the country.
